She attended the Germantown Friends School, located in Philadelphia's Germantown neighborhood, in 1994. After graduating from Harvard College in 1998, she attended Harvard College and earned her Bachelor of Arts. Welker is engaged to John Hughes a well-known marketing director at Merck located in Philadelphia and the couple has two children. The couple started an affair in 2014 when they began to date.
